Health, Environmental & Safety Manager - New York

Our client is a global specialty chemicals company with over 10,000 employees.  The HES manager role is located at one of their smaller production sites located in upstate New York.   the company offers excellent compensation, benefits and career development opportunity.  

  • BS in Chemical or Environmental Engineering or Science; Professional certification preferred (CSP, CHMM, CIH, CPEA)
  • Minimum 10+ years manufacturing industry experience in Health, Environmental and Safety
  • Proven ability to influence actions and mindset in leadership team
  • Excellent verbal and written communications skills
  • Excellent project management skills
  • Demonstrated experience in Incident Investigation techniques
  • Strong knowledge of MS Office, IMPACT Enterprise software desirable.


Provides leadership, direction, education, and overall management of the site’s Loss Control Programs, including Environmental, Safety and Health, Industrial Hygiene, Title V, Security, AIMS and Hazardous/Solid Waste Management.  Serves as HES program champion and provides technical regulatory guidance to the site and Sr. management on HES-related matters.  Provides leadership of key site HES initiatives and total oversight of EHS regulatory budget and risk management practices. Ensures that programs and management systems are in place to achieve top tier performance in process safety metrics, behavioral based safety methods and in key performance measures such as TCIR and LCIR.  Maintains positive working relationships with Regulatory Agency Personnel (USEPA, NYSDEC, NYSDOH, OSHA, DOT), and various outside auditors.  This position reports directly to the Plant Manager.  Direct reports include HES Engineer, Sr. HES Specialist, HES Specialist and BBS Coordinator.

  • Process Safety Management of Highly Hazardous Chemicals regulation 29 CFR 1910.119 (OSHA)
  • Risk Management Program (RMP-EPA) and Management of OzoneDepleting Substances (ODS) – (EPA)
  • Hazardous Waste Operations and Emergency Response regulation 29 CFR 1910.120 (OSHA);
  • Chemical Accident Prevention regulation 40 CFR 68 (EPA).
  • Solid and Hazardous Waste Management 40CFR260-265 (EPA) and NYS Guidelines
  • Additional knowledge of New York Regulations: 6NYCRR
  • Arkema Corporate Environmental, Occupational Safety and Health Guidelines
  • Basic OSHA requirements for General Industry as outlined in 29CFR1910 and Contractors 29CFR1926
